Quick diagnosis
This page covers finding additional Drifters through recruitment opportunities. Check the actual event outcome before accepting a cost, and prepare beds, food and drink before bringing more people home. Empty jobs alone do not identify a recruitment problem.
If arrivals have stalled, start with Drifters not joining. For uneven camp distribution, see how to move Drifters between camps; for sustainable capacity, use the population management guide.

Reliable ways to find more Drifters
- Community events: some choices add Drifters but may also add a cost or penalty.
- Friendly ports: wider map access can open recruiting opportunities.
- Prison ships and shipwrecks: exploration encounters can reward new Drifters.
- Rising Sun: a later progression option shown between higher tiers in the player walkthrough.
Recruit without breaking the settlement
- Check free beds in the camp that needs people.
- Make sure local food and drink stay positive with several extra residents.
- Create the jobs you actually need, but avoid opening every workplace at once.
- Explore for recruitment events, prison ships, shipwrecks, or friendly ports.
- Accept one batch, then watch sentiment, shortages, and idle labor before adding more.
- If Outrage rises, pause recruitment and fix housing, supplies, or job pressure first.

Why the second camp stays empty
Global population capacity does not make an isolated camp viable. The destination needs its own reachable jobs and beds. If it cannot supply food or drink locally, adding Drifters can make the shortage worse.
Pause a nonessential job in the first camp if every existing worker is already assigned, then verify the new camp has a genuine vacancy. Use the second Pirate Camp guide for the full setup order.

What success looks like
New Drifters fill useful vacancies while food, drink, beds, and sentiment remain stable. If the population rises but the same critical jobs remain empty, the issue is job priority or camp access—not recruitment.
