Protect the supply after it arrives
Tobacco is consumed by pirates over time. A large delivery can disappear faster than expected after population growth, so compare the stock trend before expanding housing or crew.
- Keep raid goods close to the Pier that receives them.
- Use a short warehouse route instead of hauling them across the island.
- Do not sell Tobacco while its stock is falling.
- Schedule another raid before the reserve reaches its emergency floor.

Diagnose a shortage
Check whether the problem is acquisition or transport. If the Pier holds Tobacco but the settlement does not use it, inspect the warehouse slot, Fetcher route, destination space, and camp connection. If no Tobacco exists anywhere, the answer is another raid—not another production building.
